Citadel Securities Calls for SEC Regulation of Predictive Market Contracts

Citadel Securities has written to regulators suggesting that predictive market contracts linked to key performance indicators of publicly traded companies be classified as securities swaps, recommending oversight by the U.S. Securities and Exchange Commission (SEC) rather than the Commodity Futures Trading Commission (CFTC). Citadel Securities pointed out that if these contracts continue to be regulated by the CFTC, it could lead to a fragmentation of regulatory authority and market fragmentation, urging a revision of the existing regulatory framework.
