Gender Pension Gap in Ukraine and Proposals to Reduce It

As of January 1, 2026, the average pension for women in Ukraine is approximately 5,500 UAH, while for men it is 7,500 UAH. To narrow this gap, it is proposed to introduce a guaranteed minimum pension level, gradually increasing to 10,000 UAH by 2029. Danilo Hetmantsev, the chairman of the parliamentary Committee on Financial, Tax, and Customs Policy, emphasized the need to minimize the consequences of inequality in pension payments, which arise from low wages and work interruptions. The Budget Declaration provides for an increase in the minimum pension: to 6,500 UAH in 2027, 8,000 UAH in 2028, and 10,000 UAH in 2029. This is expected to strengthen social protection for low-income retirees. As of July 1, 2026, there were 9.98 million pensioners in Ukraine, with an average pension of 7,273 UAH, and one in four pensioners receives about 3,500 UAH. One in four pensioners continues to work, which accounts for 28% of the total. The average pension in Ukraine is only 27% of the average salary, while in EU countries this figure reaches 58%.
