Japan Launches Noetra AI Project, NVIDIA Supplies 27,500 Rubin GPUs
Japan's domestic multimodal foundational model research project, Noetra, officially launched on July 16, with core companies including Sony Group, SoftBank, NEC, and Honda, involving a total of 44 enterprises and organizations across manufacturing, finance, logistics, and telecommunications. The project is promoted by the Ministry of Economy, Trade and Industry, aiming to develop foundational models for physical AI scenarios such as manufacturing sites and robotics. Noetra will collaborate with NVIDIA to build a computing platform equipped with approximately 27,500 Rubin GPUs and 13,750 Vera CPUs, designed with a power capacity of 140 megawatts. Construction is planned to begin in April 2027, with production set to start in June 2028, making it the largest AI computing infrastructure in Japan. The research and development roadmap will progress in three phases: by 2026, developing inference foundational models centered on AI agents and natural language processing; by 2028, achieving a fully multimodal foundational model that seamlessly integrates text, images, video, and audio; and by 2030, realizing a native AI that understands spatial and physical properties for applications in manufacturing, logistics, healthcare, and telecommunications.
