EBA Calls for Mechanism to Refund Excise Tax on Destroyed Goods
The European Business Association is requesting the establishment of a mechanism for refunding excise tax on goods that have been destroyed, lost, or damaged due to force majeure circumstances. Since the beginning of the full-scale invasion, the amount of excise tax paid on lost products has reached at least 117.7 million UAH. The mechanism should operate upon documentary confirmation of force majeure and the fact of destruction or loss of the products. This will help avoid tax burdens on businesses for goods that have not been sold. The EBA is urging amendments to the Tax Code of Ukraine to define the procedure for refunding excise tax in the case of irretrievable loss of products. Russia is actively destroying the warehousing logistics of Ukrainian retailers, including the destruction of the Amtel logistics complex and the shelling of the central logistics complex of the OKWINE network.
