X Aims to Become Global AI Governance Hub! Vitalik Calls on Musk: Don’t Let Only Governments and Tech Giants Decide

Vitalik Calls for X to Become AI Governance Coordination Platform
Ethereum co-founder Vitalik Buterin posted on X on July 11, publicly suggesting to Elon Musk that X should be transformed into a global AI governance coordination platform, allowing general users to participate in discussions about AI development directions, risk boundaries, and public decision-making. This statement quickly sparked discussions within the crypto and AI communities, primarily because Vitalik did not focus on a single regulatory body but advocated for an open platform, public discussions, and verifiable tools to enable more people to influence significant decisions regarding the future of AI.
Vitalik believes that current discussions on AI governance are highly concentrated among governments, large AI research institutions, multinational corporations, and top think tanks, making it difficult for ordinary people to participate effectively. He pointed out that X possesses the capabilities for global real-time discussions, community annotations, public debates, and information dissemination, and if its coordination functions are further strengthened, it could become a foundational infrastructure connecting different positions in governance. For Musk, this proposal also aligns with his long-term vision of transforming X into a "super app" and information plaza.
AI Risk Divergence Widens, Vitalik Proposes Preemptive Trigger Mechanism
The background of Vitalik's recent post is the deepening divide between the AI safety camp and the accelerationist camp.
- One faction believes that superintelligence may emerge around 2040, and humanity must establish strong brakes early on;
- The other faction views AI as a general technological advancement, arguing that excessive panic could hinder innovation.
Vitalik stated that he remains uncertain about the timeline for AI development, but society cannot wait until risks fully manifest before starting coordination. He advocates for establishing "pre-agreed triggering conditions" that would allow the global community to activate AI deceleration or suspension mechanisms when specific risk signals arise.
These conditions could include scenarios such as super pandemics, unemployment rates exceeding 25%, or the emergence of large-scale autonomous lethal drones. The core of this approach is to reach a consensus on minimum risk red lines among people with different positions, avoiding future crises of misinterpretation and mutual distrust.
Extending d/acc Framework, Blockchain Tools Become Governance Foundation
The "Defensive Accelerationism" (d/acc) framework that Vitalik has long promoted has once again become a focal point in this discussion. This framework advocates prioritizing investment and technological development in industries that enhance social resilience, including pandemic preparedness, public knowledge verification, secure open-source hardware, formal verification, cryptography, privacy protection, and decentralized infrastructure. These technologies can improve the defensive and coordination capabilities of ordinary people even in the face of rapid AI advancements.
If X indeed develops towards an AI governance platform, crypto infrastructure could play a significant role. Prediction markets could be used to track the probability of AI risk events occurring, on-chain governance could assist in transparently recording community decisions, and zero-knowledge proofs could verify information credibility while protecting privacy.
Vitalik has previously praised Community Notes and prediction markets as important social knowledge technologies of this generation; his call to Musk effectively incorporates these tools into a larger AI governance framework.
X, Grok, and Crypto Governance Narratives Heat Up
This concept may also strengthen the narrative of Musk's xAI and Grok. Musk has long positioned Grok as an AI tool for seeking truth and combating misinformation; if X can be designed as a more transparent and verifiable public coordination platform, Grok is expected to become an important interface for information organization, debate assistance, and governance discussions.
However, Vitalik has also warned that if X lacks good design, it could evolve into a tool for coordinated attacks and hate mobilization, thus the design of platform governance itself will determine whether this vision can be realized.
For the crypto industry, Vitalik's proposal further pushes Web3 technology to the core of AI governance. In the future, if AI safety, public decision-making, prediction markets, on-chain identity, and zero-knowledge tools achieve deeper integration, the relevant infrastructure will extend from financial or trading scenarios to become part of digital social coordination mechanisms.
Vitalik's call to Musk, on the surface, is a suggestion regarding the functionality of the X platform, but in reality, it also brings the principles of open participation, decentralized verification, and resistance to concentrated power emphasized by Ethereum into the global AI governance debate.
